What is the Kickstart Scheme?

The Kickstart Scheme provides funding to create new job placements for 16 to 24 year olds on Universal Credit who are at risk of long term unemployment. Employers of all sizes can apply for funding which covers:

  • 100% of the National Minimum Wage (or the National Living Wage depending on the age of the participant) for 25 hours per week for a total of 6 months
  • Associated employer National Insurance contributions
  • Employer minimum automatic enrolment contributions

Employers can spread the start date of the job placements up until the end of December 2021.

Am I eligible?

Any organisation can apply for the funding, no matter the size, as long as the jobs that are being created are new.They can’t replace existing or planned vacancies, nor can they cause existing employees or contractors to lose their employment.

The roles that you create must be:

  • A minimum of 25 hours per week, for six months
  • Paid at least the National Minimum Wage for their age group
  • Should not require people to undertake extensive training before they begin the job placement

Employability Training

What’s more, each application should outline just how the placement will develop the participant’s skills and experience, including:

  • Support to look for long-term work, including career advice and setting goals
  • Support with CV and interview preparations
  • Support for the participant with basic skills, such as attendance, timekeeping and teamwork
Once the placement has been created, it can be taken by someone else once the first applicant has completed their first six-month term.

How to Apply

Complete our Application form. You will need to give us your:

  • Companies House reference number, Charity Commission number or Office of the Scottish Charity Regulator number, if they have one
  • Organisation’s address and contact details
  • Details of the job placements and their location

The job placements must not:

  • replace existing or planned vacancies
  • cause existing employees, apprentices or contractors to lose work or reduce their working hours

Your form will be submitted to DWP and they will aim to email us with a decision on the application within 1 month.

You can apply for another grant while you wait on the response for an existing application.

The job placements do not exist until the application has been approved and you have signed the grant agreement.

Once your application is accepted it will be sent to your local Jobcentre where a Work Coach will select a number of suitable young people who are at risk of
long-term unemployment and ready for work. Employers will interview applicants and select the best candidate for the role.

Payments

One £1500 payment per Participant for set-up and support costs. On confirmation to DWP’s satisfaction that the Participant has started employment with the Grant Recipient.

100% of the Relevant Wage for 25 hours a week of work by the Participant during the first month of the job, plus the associated employer National Insurance contributions and employer minimum automatic enrolment contributions.

Paid in arrears – on confirmation that Participant paid through pay-as-you-earn tax (PAYE) for the first month. This payment is expected to be in or around the 6th week of the placement.

100% of the Relevant Wage for 25 hours a week of work by the Participant during the subsequent second, third, fourth, fifth and sixth months of the job, plus the associated employer National Insurance contributions and employer minimum automatic enrolment contributions.

Paid in arrears – approximately every month after the 2nd payment on confirmation that Participant paid through PAYE for the previous month.

SCHEME APPLICATION

FREE

Kickstart gateways will get £300 for each job placement to cover admin costs. Paid directly by the Government.

  • Gather information from the employer about the job placements they’d like to offer
  • Use this information to apply online on behalf of a group of employers
  • Tell DWP when the young people start their job placements
  • Pay employers the funding (for example the young person’s salary)

RECRUITMENT & SELECTION

This is an optional service. You’ll receive as much or as little support recruiting and screening applicants.

  • Provide our expertise to onboard and train young people employed through the scheme, for example supporting those with particular disadvantages or working in certain sectors
  • Give advice and support for the onboarding and administration of employment a young person

EMPLOYABLITY TRAINING

This is an optional service. You’ll receive as much or as little support training your Kickstart work placement(s).

  • Provide employability support directly to young people employed through the scheme
  • Dedicated 1:1 support
  • Sector specific training and support for your Kickstart employees
